Security Council Resolutions No. 1267 (1999) and No. 1989 (2011) and No. 2253 (2015) concerning Da'esh and al- Qaida and Associated Individuals and Entities:

 

The Resolution No.1267 (1999) concerning Al–Qaida and the Taliban and Associated Individuals and Entities was adopted under the Seventh Chapter of the United Nations Charter which requires all states to freeze without delay the funds and other financial asset or economic resources of individuals and entities related to Al-Qaida, Usama bin Laden and /or the Taliban and Associated Individuals and Entities listed on the consolidated list, prevent the entry into or transit through their territories by designated individuals and prevent the direct or indirect supply, sale and transfer of arms and military equipment to any individual or entity placed on the list. The primary responsibility for the implementation of sanctions measures rests with member states and effective implementation is mandatory.

Pursuant to this Resolution a Committee was established "Security Council Committee established pursuant to Resolution 1267 (1999) concerning Al -Qaida and the Taliban and Associated Individuals and Entities" for the purpose of overseeing the sanctions measures mentioned above.

After the death of Osama bin Laden Resolution No. 1989 (2011) on Al- Qaidah and associated individuals and entities was issued, whereby it separated it from Taliban and associated individuals and entities s in resolutions No. 1988 (2011) and formed the Security Council Committee established pursuant to resolutions No. 1267 (1999) and No. 1989 (2011). Both resolutions sets out the procedures to be followed by countries regarding listing and delisting of individuals and entities from the sanctions list, which includes individuals and entities related to Al- Qaida. The resolution requested the Ombudsperson to process delisting procedures of individuals and entities from the sanctions list. The Technical Committee is responsible for providing delisting requests in cases where the Kingdom on its own or in collaboration with another countries requested to list the individual or entity in the sanctions list.
